Article I
The name of this organization shall be the Southern Ohio Section of the American Association of Physics Teachers. Article II The Southern Ohio Area is that portion of the state of Ohio south of the present location of US route 30, with the exceptions of the following counties: Athens, Belmont, Gallia, Jefferson, Lawrence, Meigs, Monroe, and Washington. Article III The objectives of the organization shall be: 1. To facilitate the dissemination of information concerning physics and physics instruction to interested person and groups in the Southern Ohio Area. 2. To improve the teaching of physics at all levels. 3. To increase the general appreciation of the role of physics in our culture. Article IV 1. Regular membership shall be open to all members of the AAPT, to all persons engaged in the teaching of physics, and to other persons who will, in the judgment of the Executive Council, promote the goals of the section. 2. Sustaining membership shall be open to corporations and institutions which wish to further the work of the Section and whose admission is recognized as promoting the objectives of the section. 3. Applications for membership shall be sent to the Treasurer. Questions of eligibility shall be determined by the Executive Council of the Section. 4. Only regular members shall be eligible to vote and hold an office. 5. Only regular members residing or employed within the Southern Ohio Area shall be eligible to vote for Section Representative. Article V 1. Elected officers of the Section shall be as follows: a. President b. President-elect c. Past-President d. Secretary e. Treasurer f. Vice-President for Colleges and Universities g. Vice-President for Two-Year Colleges h. Vice-President for Secondary Schools i. Section Representative to serve on the AAPT Council 2. Officers shall be elected at the annual meeting of the Section and shall serve until the next annual meeting at which their successors are elected. The President Elect serves one year in that office, becomes President for one year, and then becomes Past President for one year. The Secretary, Treasurer, Section Representative, and the Vice-Presidents (for Colleges and Universities, for Two-Year Colleges, and for Secondary Schools), shall each serve for terms of three (3) years, so arranged that two of these shall be elected each year. 3. Vacancies may be filled by appointment by the Executive Council. Persons so appointed shall serve until the next annual meeting, and may be eligible for election to a full term. However, a person appointed to a vacancy in the position of President-Elect shall succeed to the presidency only upon election to that position. 4. The position of Section Representative may be held by a person who simultaneously holds another office within the Section. The Section Representative shall be a member in good standing of the American Association of Physics Teachers. 5. The position of Vice President for Colleges and Universities shall normally be filled by a person whose principal affiliation is with a four year college or university. The position of Vice-President for Two-Year Colleges shall normally be held by a person whose principal affiliation is with a two-year college. The position of Vice-President for Secondary Schools shall normally be filled by a person whose principal affiliation is with a secondary school. 6. The responsibilities of the Elected and Appointed Officers of the Section are defined as follows: a. President – general Section governance, conducts elections, leads all meetings, organizes the Executive Council meeting b. President-elect – engages in duties as assigned by the President, supports the planning of the fall and spring meetings c. Past-president – serves as a guide to the President, leads meetings in the absence of the President, oversees the duties of the three (3) Vice-presidents d. Secretary – produces and publishes all meeting minutes, maintains Section archives e. Treasurer – collects dues, maintains bank accounts, maintains membership list and distributes list to board, files appropriate papers each year to maintain tax-exempt status f. Vice-President for Colleges and Universities Vice-President for Two-Year Colleges Vice-President for Secondary Schools - recruiting of new members and the planning of the fall and spring meetings g. Section Representative to serve on the AAPT Council – serves as the interface with national AAPT Article VI The Executive Council shall comprise the elected and appointed officers. The Executive Council shall have the power to govern the Section, subject to direction by the membership at the annual meeting or as may be determined by ballots at the discretion of the Executive Council at other times unless stated otherwise in the constitution or bylaws. Important matters shall require the affirmative vote of a majority of the members of the Executive Council. Article VII Affiliated groups may be established within the Section, provided their purposes do not conflict with the objectives of the Section. 1. To establish an Affiliated Group a petition, signed by at least five (5) members of the Section, is first presented to the President. This petition must, at a minimum, state the name and purpose of the proposed Affiliated Group. The Affiliated Group shall be established upon favorable majority vote of those Executive Council members present at an Executive Council meeting. 2. The leaders of the Affiliated Group shall given an annual report on the group’s activities to the President. 3. An Affiliated Group may be disaffiliated by the Executive Council by a vote of two-thirds (2/3) of those Executive Council members present at an Executive Council meeting. |
Article VIII
1. This constitution may be amended by a two-thirds (2/3) majority of those present and voting at the annual meeting, or by a two-thirds (2/3) majority of those returning valid ballots. 2. Amendments may be initiated by a. The Executive Council b. Petition from at least one-tenth (1/10) of the regular members of the Section. 3. Any proposed amendment shall be submitted in writing to the Secretary at least thirty (30) days prior to the annual meeting at which it is to be put to a vote and shall be distributed by the Secretary to the membership at least fourteen (14) days prior to that meeting. At the discretion of the Executive Council, amendments may be submitted to the membership by ballot, provided that at least twenty-one (21) days shall be allowed for return of the ballots and reasonable effort shall be made to advertise, at the time of or before the distribution of ballots, the reasons for the proposed amendment and the reasons for known or probably opposition to the amendment. Article IX 1. Notwithstanding any other provision of this Constitution, this Association shall not carry on any activities not permitted to be carried on (a) by an association exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code of 1954 or the corresponding provision of any future United States Internal Revenue law, or (b) by any association contributions to which are deductible under section 170(c)(2) of the Internal Revenue Code of 1954 or the corresponding provision of any future United States Internal Revenue law. 2. This Association shall continue forever unless a two-thirds majority of the members voting in a ballot conducted in such a manner as the Council may prescribe shall vote to dissolve the Association. A proposal to dissolve the Association may be submitted for vote by the Council at any time. In the event the Association is dissolved, the Executive Council, after paying or making provision for payment of all liabilities of the Association, shall dispose of all assets of the Associative exclusively for the purpose of the association to such charitable, educational, or scientific organization or organizations as shall at the time qualify as an exempt organization or organizations under 501(c)(3) of the Internal Revenue Code of 1954 or the corresponding provision of any future united States Internal Revenue law, except that in the case of funds granted by an agency stipulated otherwise, disposition shall be made in accordance with the provisions contained in the pertinent grant documents. By-Laws of the Southern Ohio Section of the AAPT Article I. Dues 1. The annual dues shall be set by the Executive Council for regular members. There shall be no annual dues for retired regular members. The rate for lifetime regular membership shall be 20 times the annual dues for regular members. 2. The annual dues for sustaining members shall be determined by the Executive Council. 3. The fiscal year shall begin on October 1. Article II. Meetings 1. The annual meeting shall be held in the spring at a time and place decided upon by the Executive Council. 2. The fall meeting shall be held in the fall at a time and place decided upon by the Executive Council. 3. Other special meetings may be called and arranged for by the Executive Council. The Vice-President for Secondary Schools and the Section Representative are elected the same year, the Vice-President for Two-Year Colleges and the Treasurer are elected during another year, and the Vice-President for Four-Year Colleges and the Secretary are elected during yet another year. 2. The three (3) Vice-Presidents, along with the president-elect, will collectively share in the recruiting of new members and the planning of the fall and spring meetings; the latter includes the securing of host sites, coordinating with the host in recruiting speakers, and planning the program. One of these four will serve as the point of contact for each meeting. 3. Appointed officers and duties within the Section include: •Webmaster - maintains the section website including on-line registration •Associate Secretary Treasurer – maintains backup copies of the following: minutes, archives, membership and distribution lists, and treasurer records. Has access to Section’s bank accounts in the event that the Treasurer is unable to perform designated duties. •Member-at-large – supports the section as needed •Other duties are assigned, as needed, and include coordinating State Science Day, judging at State Science Day Revised by Gordon Aubrecht, 25 March 2011 Revised by Lenore Horner, 15 March 2014 |
